Permits and historic review
Permits are issued by the borough’s Building, Housing and Codes Enforcement department at Borough Hall, 401 East Gay Street, West Chester, PA 19380 (610-696-1773), and applications are submitted through the borough’s online SmartGov portal. Residential additions, alterations and repairs, new construction, decks, sheds and fences all require permits, and a project that changes the building footprint or use can trigger zoning or stormwater review before the permit is issued.
The borough’s Historical and Architectural Review Board advises Council on exterior alterations, renovations and demolitions inside the historic district. HARB meets the last Thursday of the month and applications are due at least ten days ahead, so an exterior project in the district is scheduled around that calendar rather than dropped into it.

The West Chester Downtown Historic District was listed on the National Register in 1985 and expanded in 2005, and it contains 3,137 contributing buildings put up between 1789 and the 1930s. Very little of the borough’s core is modern construction. That shapes the work: original window openings, load-bearing masonry, stacked plumbing, and interiors that were subdivided over the decades and can often be put back.
