If you rent it out, the building permit is only half the paperwork

Newark has a rental market that most Delaware towns do not, and the City runs a rental permit programme alongside its building permits. Owners renovating a property they intend to lease are dealing with two separate processes and two sets of inspections — construction approval on one side, code enforcement and rental compliance on the other.

Renovating a rental to a standard that satisfies a code inspector is a different specification from renovating a house you are going to live in: egress, smoke and carbon monoxide protection, and durability of finishes all move up the priority list. We scope rental work to pass, not just to look finished.

Newer housing, different problems

Newark and the developments around it — Pike Creek, Glasgow, Christiana, Bear — are largely mid-century and later. That means the work here looks different from a city rehabilitation: opening up a closed-off kitchen in a colonial, finishing a basement under an existing footprint, adding a family room or a primary suite over a garage.

The constraints are structural rather than archaeological. Where the load path runs, whether the foundation can take an addition, whether the panel and the HVAC can carry the extra space. Those answers come before a design, not after it.

We price the foundation before anyone digs

New construction and additions in New Castle County live or die on the below-grade number. We recently produced a detailed foundation estimate for a Newark new build directly from the architect’s plans — forty-three line items covering the building footprint, basement and garage slab — so the owner knew the real cost of the ground before committing to the house above it.

If you have drawings and need a number you can rely on, that is work we do as its own service.

Common questions

Do I need a rental permit as well as a building permit?

If the property is rented and sits inside Newark city limits, the City operates a rental permit programme with its own inspections, separate from construction permitting. We plan renovations on rentals with both in view.

Do I permit through the City of Newark or New Castle County?

Inside city limits, the City of Newark. Outside them, New Castle County. We confirm which applies to your address before drawings are produced.

Can you estimate from my architect’s drawings?

Yes. We produce line-item estimates directly from plans, including foundation and site work, so you can test a budget before committing to construction.
